New EU Regulation on energy efficiency

Regulation published establishing comparative methodology framework for calculating cost-optimum levels of minimum energy performance requirements for buildings and building elements

The Official Journal of the European Union (OJEU) has published in today’s edition (21/3/2012) the text of Commission Delegated Regulation (EU) No 244/2012, of 16 January 2012, supplementing Directive 2010/31/EU of the European Parliament and Council on the energy performance of buildings, by establishing a comparative methodology framework for calculating cost-optimal levels of minimum energy performance requirements for buildings and building elements.

This methodology framework specifies rules for comparing energy efficiency measures, measures incorporating sources of renewable energies and packages and variants of such measures, based on their primary energy performance and cost of their implementation.  It also stipulates how to apply these rules to selected reference buildings with the aim of identifying cost-optimal levels of minimum energy performance requirements.
